For more than 50 years in roadway construction, Joe Stevens has been instrumental in developing iconic and essential projects of all shapes and sizes across the western United States, from world-renowned large-scale bridge projects to form and falsework design. We have worked in the following States; Washington, Oregon, California, New Mexico, & Texas
Throughout the involvement of more than 400 Arizona major civil structures, Stevens has cemented relationships with an assortment of owners, including ADOT, Maricopa Water District, TXDOT, Cities of Phoenix, Tempe, Mesa, and Chandler, Town of Queen Creek, Pinal County, SRP, Town of Gilbert, Maricopa County and Roosevelt Water Control District.
The Stevens Consulting Group leverages its unique firsthand experience and quality assurance approach as a partner throughout the process – from pre-construction and managing multiple structural superintendents and subcontractors to advising on equipment needs to ensure projects are completed on time.

Heavy Civil Structures & field operations manager
Industry veteran and fondly referred to as a “hired gun” by many in the industry, Joe Stevens has been managing some of the largest and most complex civil structure projects in the western U.S. since 1972. While his formal title was Heavy Civil Structures & Field Operations Manager, his role has always extended to much more, being the go-to problem-solver and mentor for many in the industry.
One of Stevens’ proudest career achievements has been expanding the Heavy Civil division of a former company he worked with from $18 million in structural concrete backlog to $175 million; but if you asked him, his proudest achievement is being a team leader and mentor who impacts young professionals in the construction industry. Stevens has been nominated for many industry awards, including twice for the esteemed Golden Beaver Award, and has won dozens over his seasoned career. His crowning achievement is winning the very first ADOT District One Construction Excellence of the Year.
